Quick answer: toilet ceiling paint peels for one of two reasons. Either steam from showers condenses on the ceiling and soaks into the paint, or water is leaking from the flat above. Find out which first. A leak has to be repaired before any repainting, or the new paint will peel again within weeks. If it is only steam, the fix is to scrape off the loose paint, treat any mould, seal the surface and repaint with a moisture- and mould-resistant paint, then improve the ventilation.
Steam or leak? How to tell
| Sign | Likely steam and condensation | Likely a leak from above |
|---|---|---|
| Where it peels | Spread across the ceiling, worst above the shower | One patch, often near pipes or the floor trap of the toilet above |
| Stains | Grey or black mould spots | Yellow or brown rings and tide marks |
| Damp when the toilet is not used | No, dries out after a while | Yes, stays damp or drips |
| Concrete | Paint and plaster only | Cracks, or rusty bits showing (spalling) |
| Timing | Gets worse after long hot showers | Gets worse when the upstairs toilet is used |
If you are not sure, take dated photos of the patch for a week. A leak patch stays wet or grows, while condensation damage dries between showers.
If it is a leak from the flat above (HDB)
In HDB flats, the upper- and lower-floor owners share responsibility for ceiling leaks between their flats. HDB’s guidance is to discuss the repair with your neighbour and split the costs. If you live on the top floor, the leak is probably from the roof, which the Town Council repairs (HDB maintenance guide).
- Newer flats come with a ceiling leakage warranty for the first 5 years, which ends if the floor tiles are changed or the waterproofing is tampered with (same HDB guide). Check whether your flat or the one above is still covered.
- HDB’s Goodwill Repair Assistance scheme can help with the cost of ceiling leaks caused by wear and tear in older flats. Ask HDB whether your case qualifies.
- Repaint only after the leak is fixed and the ceiling has dried out completely. Painting over a wet ceiling traps the water and the paint peels again.
In a condo, speak to your management office: leaks between units are usually handled between the two owners, with the MCST involved where common property is affected.
If it is steam: how to fix a peeling toilet ceiling
- Dry it out. Leave the window open and the exhaust fan on for a day before work starts.
- Scrape off all loose and flaking paint until the edges are firm. New paint will not hold onto paint that is already lifting.
- Kill the mould, not just the stain. Our guide to getting rid of mould on walls explains how.
- Fill and sand any dents or uneven patches so the repair does not show.
- Apply a sealer on the bare and patched areas so the new paint bonds evenly. See what sealer paint is for.
- Repaint with two coats of an anti-mould paint made for wet areas (see how to use anti-mould paint). Our anti-mould paint guide compares the options.
How to stop it peeling again
- Run the exhaust fan or open the window during showers and for about 30 minutes afterwards.
- Squeegee or wipe down the walls after long showers, so less moisture stays in the room.
- Keep the toilet door slightly open after use so air can move.
- Check that the exhaust fan actually pulls air: a tissue held near it should stick.
- Deal with small mould spots early, before they spread under the paint.
What it costs to repair
A toilet ceiling repair is usually a small job, so we quote it from photos. For reference, these are our standard add-on prices:
| Work | Price |
|---|---|
| Major peeling and putty repair | $40 to $290, depending on the damage |
| Sealer | +$40 per room |
| Pipe painting | +$40 per toilet or yard |
| Anti-mould ceiling upgrade (bedrooms) | +$40 per bedroom |
If you are repainting the whole flat, toilet ceilings can be done as part of an HDB painting package. Full details are on our price list.
Frequently asked questions
Can I just paint over the peeling toilet ceiling?
No. Paint over loose or damp paint lifts again quickly. Scrape back to a firm surface, treat any mould, seal, then repaint.
Who pays if the leak comes from my upstairs neighbour’s toilet?
In HDB flats, the upper- and lower-floor owners share responsibility and split the repair costs, according to HDB’s maintenance guide. Repainting your own ceiling after the repair is usually your own cost, so agree on it with your neighbour.
What paint is best for a toilet ceiling in Singapore?
A water-based anti-mould paint made for kitchens and bathrooms, applied in two coats over a sealer. Normal bedroom emulsion is not designed for daily steam.
How long does a toilet ceiling repair take?
The painting itself usually takes a day, but the ceiling must be completely dry first, and a leak must be fixed before anyone paints.
